A Qualitative Analysis on How Administrators Understand Learning Difficulties

Allington, Frazen and Schick (1997) in their qualitative analysis of â€Å"How administrators understand learning difficulties† tried to determine the different ways in which school administrators define learning difficulties and how they have respond to the needs of students with learning difficulties in their own schools.The researchers interviewed administrators and principals in six different school districts that had a record of increased retention and transitional grade placements as well as having at-risk students in learning disabilities classrooms. Previous literature on learning disabilities has showed that the trend of the identification of students as learning disabled had been increasing over the last 20 years and continues to do so at present. It has been found that the number of students identified as learning disabled have grown to alarming proportions.A number of researchers have proposed that the increase in the number of students identified as learning disab led have been due to the more valid and reliable assessment tools available to schools, the influence of special interest groups and the actual presence of students who do need special education services.Moreover, it has been observed that whenever funding for remedial programs decline, enrollment in special education classes increase indicating that some students identified as learning disabled may actually be placed in special education classes out of necessity. This study therefore attempted to provide evidence that school administrators and principals place at risk students to special classes for students with learning difficulties based on funding and tests scores.MethodThe researchers developed a system which enhanced the validity of the data gathered in this study considering that it is a qualitative design. The researchers conducted their data gathering procedure by prolonged and persistent fieldwork that included interim data analysis and collaboration to maintain the accur acy of research findings and participant reality by utilizing and analyzing a series of data sets generated as part of a larger study (Allington & McGill-Franzen, 1992a, 1992b, 1995; McGill-Franzen 1994; McGill-Franzen & Allington, 1993 found in Allington, Frazen & Schick, 1997).This was in response to the researcher’s observation that the internal validity of their data might be compromised since over the years principals and administrators have remained in their positions and the school system in general have remained unchanged while the social culture and economic status of their students have been transformed through the years.

The Coca-Cola Company (KO) is the world's largest beverage company, and it owns or licenses more than 500 nonalcoholic beverage brands. The company owns four of the world's top five nonalcoholic sparkling beverage brands: Coca-Cola, Diet Coke, Fanta and Sprite. The prototype Coca-Cola recipe was formulated at the Eagle Drug and Chemical Company, a drugstore in Columbus, Georgia, by John Pemberton, originally as a coca wine called Pemberton's French Wine Coca. He may have been inspired by the formidable success of Vin Mariani, a European coca wine.In 1886, when Atlanta and Fulton County passed prohibition legislation, Pemberton responded by developing Coca-Cola, essentially a nonalcoholic version of French Wine Coca. When launched, Coca-Cola's two key ingredients were cocaine and caffeine. The cocaine was derived from the coca leaf and the caffeine from kola nut, leading to the name Coca-Cola (the â€Å"K† in Kola was replaced with a â€Å"C† for marketing purposes). Coc a – cocaine Pemberton called for five ounces of coca leaf per gallon of syrup, a significant dose; in 1891, Candler claimed his formula (altered extensively from Pemberton's original) contained only a tenth of this amount.Coca-Cola once contained an estimated nine milligrams of cocaine per glass. In 1903, it was removed. After 1904, instead of using fresh leaves, Coca-Cola started using â€Å"spent† leaves – the leftovers of the cocaine-extraction process with trace levels of cocaine. Coca-Cola now uses a cocaine-free coca leaf extract prepared at a Stepan Company plant in Maywood, New Jersey. In the United States, the Stepan Company is the only manufacturing plant authorized by the Federal Government to import and process the coca plant, which it obtains mainly from Peru and, to a lesser extent, Bolivia.Kola nuts – caffeine Kola nuts act as a flavoring and the source of caffeine in Coca-Cola. Kola nuts contain about 2. 0 to 3. 5% caffeine, are of bitter flavor and are commonly used in cola soft drinks. In 1911, the U. S. government initiated United States v. Forty Barrels and Twenty Kegs of Coca-Cola, hoping to force Coca-Cola to remove caffeine from its formula. The case was decided in favor of Coca-Cola. Subsequently, in 1912, the U. S. Pure Food and Drug Act was amended, adding caffeine to the list of â€Å"habit-forming† and deleterious† substances which must be listed on a product's label. Coca-Cola contains 34 mg of caffeine per 12 fluid ounces (9. 8 mg per 100 ml). How is the most widely recognized product in the world made? How are the required quality standards met for every single unit of that product? Coca-Cola's bottlers and canners are concerned with a range of processes involved in transforming resources into the bottles and cans of drink that we are familiar with. The transforming resources are the managers, employees, machinery and equipment used by The Coca-Cola Company and its franchisees.Primarily, C oca-Cola is manufactured by franchisees who are the world's leading bottling and canning companies. This franchise business is strictly controlled by The Coca-Cola Company. The production of Coca-Cola involves two major operations: 1) Creating the packaging material 2) Bottling and canning the finished drink For many years, Coca-Cola was produced in glass bottles. Because of the high cost of distributing bulky bottles, they had to be manufactured close to where the bottling took place. Today, this is no longer so important since new packaging methods have revolutionized the process.Advanced bottling and canning technology makes Coca-Cola cans and bottles very light but extremely strong. The Company has invested a lot of time and money in research and development to ensure the most effective life cycle impact of its packaging. By using the minimum quantities of materials in packaging, the cans and plastic bottles are simple to crush or to reprocess at the end of the initial life cycl e. Cans are delivered in bulk to a canning plant. At this stage the cans are shaped like an open cup ready to receive the liquid drink.They are not fully formed because the ring pull end has still to be fitted. After they have been inspected to check that there are no faults, each can goes through a rinsing machine to make sure it is clean and ready for filling. Coca-Cola consists of a concentrated beverage base and a liquid sweetener which are combined to form the syrup from which the drink is made. The Company ships the concentrate to bottling and canning plants where the franchisees mix it with sugar and local water. The water is passed through a number of filters to make sure it is absolutely pure.Carbon dioxide, which makes it fizzy, is also delivered to the canning plant where it is stored and then piped into the manufacturing process through a carbonator and cooler. The Company specifies what equipment franchisees will use to carry out these processes. Samples are taken regul arly for chemical analysis, and staves make frequent spot checks to ensure that plants are maintaining the Company's standards of cleanliness and quality. The Company provides its franchisees with the most up-to-date technology available and many of them use the latest computer technology and statistical process control methods.The packaging and the finished drink are combined by a rapid filling process. Every minute hundreds of cans pass along an automated production line and are filled with a precise amount of Coca-Cola. As the cans move along the production line, they are seamed to include the ring pull end and produce the finished can. The ends are inspected to make sure they are smooth and do not have any gaps or leaks. An individual code is stamped on the cans so that each one can be traced back to the point and time of production. A date code ensures product freshness.The manufacture of Coca-Cola is carried out by a set of processes called continuous flow production. On a pro duction line, a process is continually repeated and identical products go through the same sequence of operations. Continuous flow production takes this one step further by using computer-controlled automatic equipment to produce goods 24 hours a day. Throughout the production process, quality control personnel monitor the product and take test samples. To guarantee that there are no errors, quality control inspectors take statistically selected samples at the end of the production line.Using chemical analysis, these inspectors can guarantee that the product meets the exact specifications; they also check that there are no faults in the packaging. A ‘fill height detector' uses an electronic eye to ensure that the cans are filled to the right quantity. Cans that are not properly filled are rejected. The canners then prepare the cans for distribution to retailers such as supermarkets, shops and garages. A machine called a case former creates the casing that protects the cans as they are sorted onto pallets.The cans are stored temporarily in a warehouse before they are collected by large distribution trucks. The bottling process, whether in glass or PET (plastic), is very similar. Each plastic bottle starts as test-tube size and is blown up like a balloon into the final bottle shape. Whereas franchisees receive cans that already have the logo and any promotional details on them, bottlers apply the labels from large reels once the bottles have been formed. At the end of the bottling line, bottles are automatically sealed with a cap immediately after they have been filled.

Also the baby may grasp their feet and place them in his or her mouth. Some of the fine motor skills; the baby is very alert to people and objects. The baby is beginning to use a pincer grasp with thumb and finger, and can transfer toys from one hand to the other and looks for fallen objects. Communication and language development Babble becomes tuneful, like the lilt of the language the baby can hear. They become to understand words like ‘up’ and ‘down’, raising their arms to be lifted up and using appropriate gestures. The baby may also be able to repeat sounds. Intellectual development The baby understands signs, e. g. the bib means that food is coming. From eight to nine months the baby shows that he or she knows objects exist when they have gone out of sight, even under test conditions. This is called the concept of object constancy, or the object permanence test (Piaget). The baby is also fascinated by the way objects move. Emotional and social development The baby can manage to feed him- or herself using his or her fingers. They are now more wary of strangers, sometimes showing stranger fear. For example if a stranger comes close to the baby and it moves away towards another person, this shows that the baby is fearful of strangers and gains security from the person it moves to. Also the baby might show distress when his or her mother leaves. For example if the mother leaves the room and the baby starts crying, then this shows that the baby feels insecure when the mother is out of sight. Holistic development from nine to twelve months Physical development Gross motor skills; the baby will now be mobile- may be crawling, bear-walking, bottom shuffling or even walking. The baby can sit up on his or her own and lean forward to pick things up. Also the baby may crawl upstairs and onto low items of furniture and may even bounce in rhythm to music. Fine motor skills; the baby’s pincer grasp is now well developed and he or she can pick things up and pull them towards him or her. The baby can poke with one finger and will point to desired objects. They can also clasp hands and imitate adults’ actions. Communication and language development The baby can follow simple instructions e. g. kiss teddy. Word approximations appear e. g. ‘hee haw’ to indicate a donkey, or more typically ‘mumma’, ‘dadda’ and ‘bye-bye’ in English speaking contexts. Also the tuneful babble develops into ‘jargon’ and the baby makes his or her voice go up and down just as people do when they talk to each other. Intellectual development The baby is beginning to develop images. Memory develops and the baby and remember the past. The baby can anticipate the future. This give it some understanding of routine daily sequences, e. g. after a feed, changing, and a sleep with teddy. Also the baby imitates actions, sounds, gestures and moods after an event is finished, e. g. imitate a temper tantrum he or she saw a friend have the previous day, wave bye-bye remembering Grandma has gone to the shops. Emotional and social development The baby enjoys songs and action rhymes, still likes to be near to a familiar adult but will also play alone for long periods of time. Spiritual aspects of a baby’s development Even a tiny baby experiences a sense of self, and values people who are loved by them. Spiritually is about the developing sense of relationship with self, relating to others ethically, morally and humanly and a relationship with the universe. The baby can drink from a cup with help, and shows definite likes and dislikes at mealtimes and bedtimes. Also the baby will start to cooperate when being dressed and likes to look at him- or herself in a mirror (plastic safety mirror). Holistic development from one to two years Physical development Gross motor skills (15 months); the baby probably walks alone now, with feet wide apart and arms raised to maintain balance. He or she is likely to fall over and often sit down suddenly. The baby can also probably manage stairs and steps, but will need supervision. Gross motor skills (18 months); the child walks confidently and is able to stop without falling. The child can also kneel, squat, climb and carry things around with him or her. Fine motor skills (15months); the baby can build with a few bricks and arrange toys on the floor, can hold a crayon in palmar grasp and turns several pages of a book at once, and can also point to a desired object. Fine motor skills (18 months); the child can thread large beads, build a tower of several cubes and uses a pincer grasp to pick up small objects. Communication and language development The child begins to talk with words or sign language, and by 18 months, the child enjoys trying to sing as well as to listen to songs and rhymes. Action songs (e. g. ‘pat-a-cake’) are much loved. Intellectual development The child understands the names of objects and can follow simple instructions, the child also learns about other things through trial and error. Emotional and social development The child begins to have a longer memory and develops a sense of identity (I am me). Also the child expresses his or her needs in words and gestures and enjoys being able to walk, and is eager to try to get dressed – ‘Me do it! ’ Holistic development from two to three years Physical development Gross motor skills; the child is very mobile, can run safely and can climb up onto furniture. The child can walk up and downstairs, usually two feet to a step. The child then moves on to being able to jump from a low step, walk backwards and sideways and can stand and walk on his or her tiptoes and stand on one foot. In my workplace all of the children this age are able to do all of these things. But the girls are all more developed than the boys. For example, with have a boy that is three years of age, and a girl that’s the same. The girl is able to write her name, speak fluently, help other children who aren’t as well developed as her and she even tells me when someone is doing something wrong. Whereas the boy can hardly speak yet, and when he does no one can understand what he’s saying. Michael Gurian, a noted educator and author, has shown through research that â€Å"hard-wiring and socialized gender differences affect how boys and girls learn. † Simply put, male and female brains are equal but different. â€Å"Boys use the right hemisphere more, and girls the left,† (Gurian, M. 2007) Fine motor skills; the child can draw circles, lines and dots using preferred hand. The child can pick up tiny objects using a fine pincer grasp. The child then moves on to being able to build tall towers of bricks or blocks and can control a pencil using thumb and first two fingers (a dynamic tripod grasp).

Crime and Voilence in Jamamica Essay The Primary Factors Contributing to Crime and Violence in Jamaica. Jamaica is a society which has been affected by crime and violence over the past years, and is continuously been affect by this phenomenal. Crime and violence involves the intent or use of psychological and physical force or power against oneself or another to do harm (Hoffman, 2009). Jamaica is a country plagued by crime and violence, especially in urban areas. Jamaica since 1977 has become the Caribbean nation with the highest homicide rate in its citizenry and continues to hold this position (Harriott, 2007. ) The primary contributing factors for crime and violence in Jamaica is a challenge to identify as crime and violence can thrive in so many environments. However the proximate or primary factors can be classified as; corruption, demographics, unemployment, destabilized family, weak justice system, an interconnecting network of criminal gangs, drugs running, politics and the police. According to Harriott, Demographics are a background factor which is contributing to crime and violent in Jamaica. In Jamaica the age group 15-29 is held responsible for most of the violent crimes committed within the country. In particular males in this age group are the prime offenders, they are also prime victims. Over the past years the age group 15-29 has being expanding rapidly. As a result the factor behind our high crime rate is the huge population of ages 15 -29. Due to this high percentage in the age group 15-25 there is an increase in juvenile and violent crime especially where there is the availability of guns. Harriott further stated that we currently experiencing the worst demographic factor for m 1985, and this will continue until 2020 where we are expected to see an 87 per cent decline of its 1995 size. Urbanization is the second factor, which in order to understand the demographics factors one must associate the two factors. Coming from being 30 per cent urban in 1960, Jamaica was about 60 per cent urban in the year 2000. There is also a process of secondary urbanization in St James (3.7 per cent), Mandeville (3.1 per cent), St Ann (2.4 per cent), and Kingston and St Andrew (2.3 per cent) which had the largest percentage increase in population between 1996 and 1998. From these figures above one can say that there is a decline in the rural population and an increase growth for secondary urbanization, in the tourist and bauxite towns of Montego Bay, Mandeville, and Ocho Rios. All parish capitals are experiencing urbanizations; as a result the high risk group (ages 15-29) is being increasingly compacted in dense, poor, urban neighborhoods, (Slums). This problem points to potential for high crimes rates in Kingston and St Andrew and St Catherine, which is also exported to other developing urban centers. High rate of youth employment is also one of the leading factors of crime and violent in Jamaica. The rate of unemployment in Jamaica is 17.5 per cent. . Unemployment in Jamaica especially among Jamaican teen leads to poverty, idleness, low self-esteem, frustration, and eventually crime and violence according to Don Anderson survey. Employment is seen as the way to survive so without work youths tends to be weaken and consequently this leads to idleness, which leads to badness, gang wars, and crime and violence. Youths also admits that they would have less time and energy to steal and commit other crimes if they were working. Harriott stated that in 1998 the unemployment rate for 14-29 age groups was 26.5 per cent. This rate consists of 18.9 per cent young males, and 35 per cent young females. (Anderson 1998). The unemployment rate for young males (14-29) in Kingston Metropolitan Area was 17.8 per cent in 1998, compared to 26.5 per cent in other towns and 17 per cent in rural areas. In St A Andrew and Kingston there is a pressure on young males for economic support form baby mothers, mothers, siblings and other family members. This is one of the reasons for robbery, car theft, pick pocketing in the Corporate Area. (Gayle 1999). The high unemployment rate in other rapidly urbanizing inner-city areas such as Ocho Rios, May Pen, Mandeville, Montego Bay and Savanna-la-mar, also will lead to crime disaster as in Kingston and St Andrew. Employment is seen as very beneficiary and not been employed in Jamaica especially its youths can lead to crime and violence among males, and teenage pregnancy and dependency on men, abuse and domestic violence for female. Destabilized family structure including poor parenting can also be look at as a factor that contributes to crime and violence in Jamaica. Jamaican society has been often referred to as a matrifocal society. Many families are female headed households without the presence of a male figure. Children from these household manifest a number of internalizing and externalizing behavior problems, including sadness, depression, delinquency, aggression, sex role difficulties, early initiation of sexual activity and teen pregnancy, as well as poor social and adoptive functioning and low self-esteem. The absence of guidance in parental or societal role models leaves a gap which is filled by peer groups, particular among men. According to the Grace Kennedy Foundation lecture (1991), ‘peer group’ actually replaces mother and fathers as the controlling agents. Traditional role models become replaced by gun and this result in the emergence of Dons and Robin hoods. Low self-esteem is also a consequence of poor parenting. Youths with low self-esteem carve respect from peers and others, and if been disrespected this can fuel problems among individuals. Harriott however stated that countering this however is the gun, which notes â€Å"the ultimate guarantor of respect†. With this in view the inner-city don become role model for youths, ‘not only because of their ability to command and dispense largess, but Corruption is also a crucial primary factor. According to Harriott, police that reduce unjust inequalities are likely to reduce some categories of violent crime, but research findings cast some doubts that in Jamaica they would have contribute to the murder rate due to corruption. Transparency international, measured the degree to which corruption exist among public officials and politicians, and produce an annual corruption index. For 2005 Jamaica attained a score of 3.6 out of 10 and rank 64 out of 159 countries surveyed. Organizational crime in Jamaica has been facilitated by corruption, relationship between ordinary criminal gangs and the major political institutions. Harriott further stated that gangs are key pla yers in the processes of political mobilization on the streets, securing electoral victories, and in consolidating power -often because of their hold on communities of the urban poor. This relationship leads to a flourishing of corruption, and plunder of the resources of the state. Corruption facilitates serious crimes, and endemic corruption, ensures the freedom of action to build successful criminal enterprises. This is most problematic and yet most evident in police service where corruption is endemic and institutionalized. From interviews which were conducted by Special Task on Crime selected JFC personnel from different ranks expressed the view that the majority of their senior officers were corrupt within the Force. Some of these corrupt practices among members of the force include: Contract killing or â€Å"murder for hire, tampering with biological exhibits, e.g. urine samples, dropping charges, including serious offences, planting evidence, providing escort for illegal drugs etc. A weak Criminal Justice System also facilitates criminal activities within the country. Where there are high levels of corruption and influence easily immunizes high-end criminals against police action. This is certainly the case in Jamaica. Moreover, the criminal justice system is, in one respect, antiquated and overload and thus unable to effectively respond to the more sophisticated criminal groups. Harriott stated that associated institutions, including the existing body of laws, are also, in some respects, antiquate for dealing with crime. The case-load of the investigative units of the police is a good indicator of the degree of immunity from law enforcement (not crime-fighting) that is enjoyed by criminals. For effectiveness, the number of investigators should be greater than the number of cases to be investigated. Instead, a single divisional homicide investigator is, for example, burdened with a case-load of twelve to fifteen homicides, and this was in 2000(PERF 2001,49). Not surprisingly, in 2004, the clear-up rate for murder 9 the number of arrests as a percentage of all reported murders) was 44.8 per cent, and the clear-up rate of violent crimes, that is, the most serious offence against person (murder, shootings, rape and robbery aggregated) was 39.8 per cent (PIOJ2005, 24.30). For serious crimes, the clear-up rates are poor, and given the case-loads ratios, the conviction rates are unsurprisingly low. In the case of murder, the conviction rate is estimates at less than 20 per cent. As a result the justice system in Jamaica is very weak in frightening against crime. Jamaica can be described as an interconnecting network of criminal gangs, drugs running, politics and the police. Therefore Gangs, Drugs and Politics can also be discussed as primary contributing factors to crime and violence in Jamaica. There are about forty- nine active gangs in Jamaica, but only a small number (14 per cent) are highly organized. According to Harriott the highly organized gangs are deeply involved in the following activities: trafficking cocaine, marijuana and crack, both locally and overseas. It is also said that there is a significant Colombian drugs activity in Jamaica. Another major criminal activity for criminal gangs is protection and extortion rackets in business district in Inner-city areas. Business places pay funds to gangs in order for security, that their business and their customers are not robbed. This money is an important source of income for violent criminal gangs. According to Harriott this is extortion, which is a contributor to violent crimes in Kingston and St Andrew. It is also claimed that highly organized gangs operate a quasi-judicial system, complete with â€Å"hearing† witness and a rough schedule of punishment, including incarceration and the death penalty. Theses criminal gangs are also allegedly engaged in the large scale illegal importation of goods such as red peas, onio ns and cooking oil. Harriott stated that is may not directly constitute violent crime, nonetheless strengthens these groups economically, weakens legitimate firms, etc. major gangs are said to be connected to the major political parties. This relationship between gang and political parties stands to be beneficial to both sides. In election gangs secure votes for political parties, and keep the peace during civil disturbances, which the most important benefit for gang’s from political parties is protection from police. According to Harriott the main criminal gangs and the political parties have major stake in maintaining the existing corrupt relationship. Jamaica has been significantly affected by violence and crime. Violent crimes are one of Jamaica’s major issues, for the past twenty year. According to Harriott the country has experience an overwhelming increase in murders and related assaults. The World Bank noted that crime is undermining growth, threatening human welfare, and impeding social development. Therefore the government and citizens of Jamaica has to take serious measures to reduce or eliminate the primary factors contributing to crime and violence. According to Harriott the only long term sustainable solution to the violent crimes problem in Jamaica is the recovery of the formal economy. Therefore the government must continue its programme of macroeconomic management. This may have short term negative social consequences, but in the end will lead to more job creation and a reduction in crime. Harriott further stated that the government must embark on a programme, however limited of formal economic activities in the inner city. The government could also develop a programme of physical upgrading in the inner city. This could involve fixing drains, improving sanitation, roads surfaces and housing, and beautification. This could add real value to properties in the inner city, as well as generating employment and improving the already and demoralizing physical environment. The failure of the educational system, for both the employed and unemployed have to be rectified also. One the government needs to find the causes of the high male drop- out rate. The NPC could also develop a special task force on education and training, and a mandate to begin the necessary and urgent programme of restructuring and reprogramming. Method of Doubt by Descartes

Method of Doubt by Descartes Renà © Descartes, the father of modern philosophy, adopted the method of doubt to reach the truth. Descartes philosophical attitude started in his youth when he realized that he had been accepting many false opinions for true. He wanted to get rid of all the opinions that he had accumulated over the years. Descartes wanted to build a foundation on which all further intellectual enquiries could be built. He felt reason should follow and arrive at certain philosophical truths. There should be no further doubts left after this, which meant that the foundation had to be sound. This approach was known as the Method of Doubt but his rationale and approach has been a subject of controversy for years. He believed never to accept anything as the truth, which he could not accept as obviously true. Everything should be so clearly presented to the mind that there are no doubts left at all. Anything that can be doubted has to be rejected. Reasons to believe something should be ample. The second step is to divide the subject into as many divisions as possible or whatever would help him to understand it better. The third step involved directing his thoughts, taking one step at a time, to reach the underlying complex knowledge. At the end of this, his reviews were so comprehensive, his enumerations so complete, that nothing was left to doubt. The three steps adopted by Descartes is what is adopted in mathematics. He wanted to use this method to reach the truth in philosophy. S V Keeling argues that his method as above rests on three mental operations intuition, deduction, and enumeration (cited by Burnham, 2006). These operations are based on human reason, on the ability to disseminate information, analyze, and review. Since it is based on the capability of human mind, there is a risk of error due to faulty memory. In the Meditations on First Philosophy Descartes proves the existence of God and the immortality of the soul. He also brings out the real distinction between the mind and the body. He starts this by asserting the need â€Å"to demolish everything completely and start again right from the foundations† (AT 7:17). Although the first step was termed as skeptical his skepticism was not for the sake of doubting. He wanted to arrive at the truth through systematic analysis and discarding the untruth. Descartes defines knowledge in terms of doubt: I distinguish the two as follows: there is conviction when there remains some reason, which might lead us to doubt, but knowledge is conviction based on a reason so strong that it can never be shaken by any stronger reason (cited by Norman, 2005). Descartes skeptical approach is based on the principle that there is a distinction between belief and truth (Bellotti, n.d.). It was this conviction that gave rise to the Method of Doubt. After making a cup of tea one may leave it to brew on the kitchen table under the belief that it is ready to be poured and consumed. The truth may be different from the belief, in the sense, someone could have poured the tea and taken it in the meantime. The pot may be empty by this time. The Method of Doubt removes all uncertain beliefs and only beliefs that are true beliefs remain. Descartes applied this theory to a group of beliefs so that beliefs need not be dealt individually. A common characteristic could be determined but this concept again leads one to believe that doubts would be on the entire group or class of beliefs. Here Descartes uses the malicious demon thought experiment. Gassendi criticized this theory saying that Descartes could just have regarded the previous knowledge as uncertain (cited by Norman) instead of demolishing everything. It is not necessary to consider everything as false. He felt that such an approach convinces the human mind that there is a devil who tricks us. It is simpler to admit the weakness of human nature. Gassendi pointed out the universal and hyperbolic nature of the Method of Doubt. Descartes argues that it is not possible to free ourselves of all the errors that the human mind has been soaked in. He firmly believes that universal and hyperbolic nature is necessary for the Method of Doubt to succeed. Descartes in his argument to demolish everything and start afresh applies the universal character and gives the analogy of a basket full of apples. To select and retain the good ones and discard the bad ones, it is wiser to empty the basket, then select the good ones and keep them in the basket. He feels this is a better and simpler way than picking out the rotten ones from the basket full of apples. He believes in first rejecting all beliefs as if they were false and then after careful analysis, adopt only the ones, which are true. One bad apple can rot the whole basket so if we were to pick out the bad ones, there is every possibility of overlooking one bad apple. On the other hand, if the whole basket is first emptied and then the good ones placed back, we can be sure of only adopting the truth. Descartes method of doubt, as foundation of knowledge does seem more effective than what has been suggested by Gassendi. When the basket is totally empty, it can be cleaned and then fresh, good apples picked and placed in the basket. It is a much faster process than negating the bad. Secondly, when the basket is empty, the stains left behind by the rotten apples can be seen and cleaned, which is not possible when the bad apples are picked out from the lot. His argument to discard everything as false relies on his argument that the mind believes on whatever it perceives through the physical eye. He did not believe that anything should be left to imagination. This has a sound basis, as the mind cannot imagine what it has not seen. In order to support that all prior beliefs are wrong, he discussed three stages the sense, dreams and the evil demon hypothesis. Descartes asserts that these do not have the power to falsify what we ‘seem to perceive. What we see through the sense mislead us. We cannot begin with doubt. Descartes even goes to the extent of affirming that even the external world that we perceive is an illusion, a dream and hence false. The enquiry has to start after eliminating all such perceptions. The next argument that arises is whether the escape from hyperbolic provides a satisfactory foundation for knowledge? This can be explained by an analogy of a building, which requires the use of a bulldozer to demolish it. A light bulldozer would make the ground appear immovable. Hence, a bigger bulldozer is more effective, which means the more hyperbolic the doubt, the better it is. According to Descartes, the Evil Genius Doubt is the most powerful doubt. This evil genius makes us believe the false as true. For instance, the transparent truths like 2+3=5 or that a square has only four sides, are knowable. For people to know, understand, and accept these truths, they have to be firmly grounded in the face of the most powerful doubts. The evil genius tries to shake even such hyperbolic doubts. People also firmly deny the existence of God. Descartes believes that the Evil Genius Doubt is just one of the factors that can motivate the hyperbolic doubt. The basic doubt is that the human m ind is flawed, and the mind is aware that it has been distorted despite God having given a nature to turn to him. The human mind keeps remembering all the past incidents and visions, and gives them the right to occupy the mind. It is not easy to accept that the world we see everyday is an illusion. It is only through deep introspection and a strong will that a person can accept the truth that God exists and all else is false. He has to be fixed in this belief and arrive at the knowledge of truth. He has to arouse himself from the deep slumber of falsehood. The more hyperbolic the doubt, the mind is activated better. Hence, the best approach is to discard everything as false and start afresh. Descartes philosophical approach through the Method of Doubt is a sound method. It is in fact the best approach to investigation. It is an investigation of the self by the self to reach the self or the truth. To reach the truth, through the Method of Doubt, an individual has to negate the external world around him. If he feels this world to be true or feels a part of this illusionary world, he can understand or realize the existence of God. The program of demolition is not only hyperbolic but also universal in nature. To face the Evil Genius there has to be an equally powerful doubt. Escape from hyperbolic cannot provide a satisfactory foundation for knowledge. In dealing with Prison Procedure, I feel that many things are put into perspective all the way from intake to the release of an inmate back into the community or until they have served their sentence and their time is up. Everything in a prison must be on close watch. The workers should be watched just as well as the inmates. All the prisons procedures should be followed under a very strict manner to ensure that the prison functions properly and effectively.   Ã‚  Ã‚  Ã‚  Ã‚  Prison procedure should be very strict in every aspect pertaining to the institution. From the intake, the guards should evaluate every inmate entering the facility and then place them accordingly. There are many different things to look at when considering the placement of an inmate. The age and the nature of the offense are some key ones, also their race. All entering inmates must have full cavity searches prior to being placed in a cell; this is for guard and inmate safety purposes.   Ã‚  Ã‚  Ã‚  Ã‚  In running the prison the prison should be well advanced and should have only skilled and trained workers working under the institution. There should be no excuse for not knowing the proper prison procedures and rules. Punishment should be inflicted on those who don’t abide be them, for both the workers and the inmates.   Ã‚  Ã‚  Ã‚  Ã‚  In considering the proper procedure you should think about the inmate’s life, and how to control them. There are many things that can be done to maintain a controllable environment for an institution. Treating the inmates fair and just is one way to not get over emotional inmates that might cause a problem. Working Women in the Victorian Middle-Class Charles Dickens’ character Miss Abbey Potterson is â€Å"some sixty and odd† years old, obviously unmarried (Miss), and a business owner (she owns a bar). Despite the fact that Victorian middle-class women were supposed to aspire to idleness, a growing number of women were becoming employed in the 19 th century for a number of reasons. The growing number of â€Å"redundant† (unmarried, like Miss Potterson) and widowed women were rarely in a position to be ladies of leisure (Hudson). Although these women were almost always lower middle-class, they still strived for employment above that of the laboring classes. Evidence of Working Women The census, which began to include occupations in 1841, is the most obvious source (Hudson). However this information is often inaccurate, since the classification of women’s employment was often contradictory and inconsistent. Female work in a family business was sometimes deliberately excluded from the record (Hudson). Trade directories supplement the census information. They suggest that a surprisingly high number of women ran businesses, particularly in millinery and dressmaking, in inn-keeping, provisioning, grocery trades and teaching. Trade directories from the period also reveal examples of women running businesses traditionally associated only with men (like Miss Potterson). This minority indicates the boundaries that were being pushed regarding what was proper and improper for women to do (Hudson). His mother sang frequently, his father Joseph Jackson played guitar in a small-time R&B band, his older brothers often sang and played with their father’s guitar. Soon the family singing group started, with Michael as the main puppet and four of his older brothers. â€Å"After all it seemed to be the simplest way to earn money to feed so many kids said Joseph Jackson†. If you can't feed your kids teach them how to feed themselves. Anyway Michael soon outgrew his brothers with his unique talent not just for singing but for dancing as well. Jackson’s father, who is a controlling supposedly abusive father. "My father beat me. It was difficult to take being beaten and then going onstage. "He was strict; very hard and stern." Says Michael Jackson. He pushed his sons including Michael into forming a group called the Jackson five. Their group quickly arose from playing local talent shows to landing a contract with the renowned Motown label at the end of 1968. During the early '70s the group became well-known, with "baby", Michael as the lead singer of the group. This talent dragged on for decades and gradually getting better and better, Michael taking the lead and as the main source of income for the family for proving and presenting his talent to many music labels and organizations throughout the years.

Necessary truths : Something that will always be true no matter what the circumstances or situation is.An example would be that ‘I am a female’. Contingent truths: A truth that in some cases may be true, however it could also have been false. If there is anyway in which this truth could be false, it is contingent. An example of this would be ‘Dogs have 4 legs’; some dogs have to have legs amputated, therefore isn’t true in every case. A Priori: Knowledge that has not been supported by an experience or an actual fact. A Posteriori: Knowledge that is backed up by experience/observation or an actual fact.

The Development of Populism in Argentina and Peru during the 20th Century

The paper will study populism as political movement widely used in the countries of Latin America throughout the twentieth century. The methods applied and the progress of populism will be investigated on the basis of political history of two countries: Argentina and Peru. In order to fulfil thorough examination, the paper will narrate the main narrate the main aspects of populism and then compare and contrast its Argentinean and Peruvian versions. Populist parties claimed that they knew all the answers for national problems and those who opposed them were not true patriots of their nation. Populists usually sought alliance with unions and tended to build a centralized state where power was concentrated in the hands of the president.According to Joel Horowitz, populism dominated in political history of Argentina.[2] Due to populism modern Argentina has unbridgeable schisms in its today's society, rhetoric and style of its politics. While the process of development, involved major sectors of society and attracted the suppo rt of masses of Argentineans. Populists called themselves the savours of the nation and the opponents of populism were defined as enemies of the people. In this way, â€Å"politics revolved around movements that won strong allegiances but excluded their enemies.†[3] It caused a range of military takeovers, with the subsequent massive violence, where both military and civilians were involved.The early stages of modern political system of Argentina and the first attempts to implement populist policy can be traced from 1980, when the Radical Party made and attempt to overthrow the government. Though this attempt failed, the radicals (Unià ³n Cà ­vica Radical) demonstrated their opposition to the existing political system and called for fair elections. It constituted a serious threat of revolution in Argentina because the party was supported by the middle class of society.   However, many of the leaders of the radicals were from elite. The Radical leaders appealed directly to the working class of Argentina.Hipà ³lito Yrigoyen ( 1852-1933), a son of a woman from the elite and a Basque blacksmith, became the first prominent politician who started his career as a leader of the radicals and obtained popularity by using the methods of populism. He created the mechanism of a modern political party and easily outmaneuvered his rivals. He made himself a symbol of the radical party, represented its hopes and developed his leadership into a whole cult of his personality.However, Yrigoyen did not use the methods that characterize a conduct of a modern populist. He infrequently gave speech and rarely appeared in public. Hipà ³lito Yrigoyen wrote very little ‘for popular consumption’ and his written works were difficult to understand. Yrigoyen’s utterances contained insufficient political philosophy. Also, after becoming a president, Yrigoyen did not show a particular interest in any political program, instead, he seemed to be interested in pow er itself and its expansion. In addition, Hipà ³lito Yrigoyen did not campaign using oratory of most populists or the flamboyant gestures. The strong points of his authorship were based on creating jobs and dispensing patronage.Even from its early stages of development populism in Argentina relied on police and police chefs in particular. Under the presidency of Hipà ³lito Yrigoyen, Buenos Aires chiefs of police functioned as key operatives and settled labor conflicts. The importance of police can be brightly illustrated using the example of Elpidio Gonzà ¡lez’s career path. Gonzà ¡lez attempted to achieve the position of vice president, and minister of interior by gradually moving from minister of war, to the level of candidate for governor of Cà ³rdoba, one of the most importance provinces, and then to police chief in Buenos Aires. Thus, under the policy of populism, â€Å"A good police chief was a man for all seasons.†[4]The early populist Hipà ³lito Yrigoyen appealed to new groups of society and promised changes without altering social underlying nature. Yrigoyen was a marginal member of oligarchy and rural elite. As a result, while speaking on class conflict, he continuously attacked the ill-defined rural-based elite and the oligarchy, which attracted support middle and working classes of the country. Also, Hipà ³lito Yrigoyen popularity among common people was strengthened when he started to treat people with low income as the true members of society. Later, in the 1940s, this approach was used by another charismatic populist leader- Juan Perà ³n.Some populist gestures of Hipà ³lito Yrigoyen were too obvious. Thus, in 1917 when workers went on strike at a meatpacking plant, he refused to give an interview to the leaders of the cattlemen's association Sociedad Rural, which was considered to be most important social and economic group in Argentina. Such an attitude was noticed by the newspapers, and soon one of the chief national new spapers publicized an article were it emphasized that the leaders of the cattlemen's association were received not with the same attention as the striking workers of the plant.[5]While his presidential campaign, Hipà ³lito Yrigoyen turned to the native-born working class which was rapidly growing at that time. Yrigoyen understood that the working class of Argentina could be a huge potential source of voters. This became possible due to influential ideology of Syndicalism. In 1910 Syndicalism turned into a vigorous labor movement that disdained bourgeois and proclaimed revolution through a general strike. Hipà ³lito Yrigoyen was willing to ally with Syndicalists because they did not have other political ties and would block the growth of Yrigoyen’s serious rival – the Socialist party.The government of Hipà ³lito Yrigoyen did not interfere with the activity of Argentinean Syndicalism and, moreover, made steps to satisfy demands of strikers, for example, to improve the ir conditions, to employers to accept the role the unions in hiring workers. Of course, later the role of Yrigoyen in settling early strikes was stressed by his publicity during the 1927-28 presidential campaign.In 1930 the most celebrated wave of populism flooded Argentina. Argentinean government that ruled from the period of 1932-1943 mainly belonged to neoconservatives, who included the members of traditional landed elite and tried to keep up a pretense of democracy. The exigencies of the Great Depression forced the implementation of the policy of import substitution industrialization that prompted rapid expansion of Argentinean urban working class. From 1932 to 1943 quick urbanization and industrialization in Argentina alienated the expanded already working class from the rest of society, and this process prepared the ground for the social crisis. The military takeover changed the situation radically by giving the power to the military group and their leader Col. Juan Domingo Pe rà ³n ( 1891-1974).Col. Juan Domingo Perà ³n became the next major populist leader in Argentina. According to the article Populism and Its Legacies in Argentina authored by Joel Horowitz, Peron can be described as â€Å"a tall, commanding figure and a powerful speaker, had the ability to charm people and win them to his side. He was one of those rare politicians imbued with genuine charisma.†[6] He, like his predecessor Hipà ³lito Yrigoyen, also turned to working class, though strengthened his power with the help of the army. In late 1943 Perà ³n was appointed to occupy the position of vice president and minister of war. In October Perà ³n already became head of the National Department of Labor, which served as a platform the implementation of his approaches to labor, setting contacts with unions and winning over the hearts and minds the working class of Argentina.The policy of Col. Juan Domingo Perà ³n had two directions: first, Perà ³n favored and assisted many units to accomplish the major part of their long-sought goals; second, he started repression against uncooperative organizations. As a result of a pro-labor direction, the government enforced labor laws, such important ones as making contracts with workers, for the first time in the history of Argentina. It balanced the powers of capital and labor in the country, increased wages and improved the organization of unions.On the other hand, Peron fought his rivals by using repression, which made his regime completely authoritarian. The leaders of Socialists and Communists had to live under the constant threat of being arrested. In order to survive, other political forces, for example, the Communist Party, had to go underground. The rivalry with Communist unions was supported by the government, which also prohibited cooperation with them. As a result, such important unions as textiles, meatpacking, and the metal trades were destroyed.Peron personally appealed to unions. His charisma always he lped his to achieve a desired effect. Peron stressed the importance of the unions while speaking to them: â€Å"I come to the house of the railroaders as if it were my own. I profess a profound gratitude to them, because I am convinced that many of the successes of the Secretariat . . . are due precisely to the railroad workers.†[7] In his speech, Peron presented himself as one of the workers, as their equal, and frequently emphasized how he cared about them. This approach was successful, since workers had been socially and politically isolated by the previous regime.Still, according to Horowitz, Peron ca not be viewed as a dictator. He was truly a populist, and the methods of repression can be explained by his desire to expand his bases of support.[8] An important reason of why Peron achieved enormous popularity in his country, as Horowitz states, was the fast economic growth. It was estimated that during the first years of Peron’s presidency, hourly wages grew 25 per cent more, and in 1947 increased almost at the same rate. The percentage of national income that was going to workers also went up 25 percent. However, some sectors, for example, agriculture, did not benefit from the populism of Peron. Agriculture was squeezed for the sake of the urban sectors, the economy of which showed the highest rates of growth in 1946 and 1947. Nevertheless, in 1948 the economy of Argentina started to deteriorate.Peron’s populism improved political and social status of women in the country. In 1947 women of Argentina received the right to vote due to the activity of Peron’s wife – Evita. Evita initiated the campaign for women's suffrage. She also created a separate Peronist woman's party in Argentina, the leader of which she soon became. Women’s branches stretched across and soon captured the whole country. This was one more factor that encouraged popularization of Peron in Argentina, for â€Å"When Perà ³n ran for reelection in 1 951, he received a much higher percentage of votes from women than from men.†[9]Among other things, populism in Argentina was established on media. Peron managed to set a cultural hegemony that revised Argentina's vision of itself. Bearing in mind political influence of media, cultural hegemony was highly important although very difficult, since the movement of populism did not have any consistent ideology. Rituals were reformed and gained a â€Å"Peronized† meaning, for example, the celebration of May Day became an important national holiday to emphasize the benefits of hard labor and the role of the working class. Generally, all the holidays were invented to provide the idea of harmony and prosperity that existed under Perà ³n. School curricula focused on Catholic values. Many provinces and cities in Argentina were named after Perà ³n. Monuments to the charismatic leader were erected all over the country.Like in Argentina in 1930, the need to install a new regime in Peru was evoked by the situation brightly characterized by Steve Stein in The Paths to populism in Peru: â€Å"The old regime could no longer respond to the powerful social and economic changes brought on by urbanization after World War I. This was especially true in and around the capital of Lima. The old political elite was morally and politically bankrupt.†[10] But unlike the movement in Argentina, populism of the thirties in Peru consisted of two competing with each other populist movements: the party of Luis M. Sà ¡nchez Cerro and Và ­ctor Raà ºl Haya de la Torre who was the leader of the APRA party.The period of the thirties was marked in Peru with significant growth of the working classes political activity. This situation differs from that of Argentina. Though the working class of Argentina also increased in number in the same period, it suffered greatly from political and social isolation. The working classes of Peru were more active: â€Å"working-class mobs st aged demonstrations and rioting that destroyed his residence and those of some prominent supporters. During subsequent months the working classes dominated the urban political scene.†[11] Also, unlike the experience of populism in Argentina, Peru’s first notable steps in this policy and the first prominent populist leaders appeared only in 1930, which was much later than in Argentina.Like the political situation of Argentina in 1930, populism of Peru came to power due to political crisis. However, the crisis of Peru was much deeper, that even the further existence of the nation was doubted. One of Peruvian generals described the climate of despair and fear that intensified with the fall of Repà ºblica Aristocrà ¡tica: â€Å"Although it is painful for us to confirm it, unfortunately it appears as if a streak of ignorance, of madness, has invaded us, wresting from us our most innermost feelings of nationality.†[12] Conservative politician Và ­ctor Andrà ©s Bela à ºnde deplored that â€Å"the very bases of civilized life threaten to disappear.†[13] All these words referred to crisis, collapse and the following political vacuum, which occurred due to the fall of the elite-controlled political system of Repà ºblica Aristocrà ¡tica that had been in power since 1895.The two populist movements Sà ¡nchezcerrismo and Aprismo (APRA) were headed by Sà ¡nchez Cerro and Haya de la Torre and came to Peruvian government through elections in 1931, which was a more civilized way in comparison with that of Peron’s. Mainly, the movements did not differ from each other. They both were vertical, patrimonial, with the relationships which were built on loyalty between leaders and their followers. The members of the parties were accepted from all the levels of society, which also contrasts with an anti-bourgeoisie, anti-elite and anti-oligarchic character of Argentinean populism.However, unlike that of Sà ¡nchezcerrismo, the vertical structur e of ARPA was based on strong ties between some social groups: the head of the party and unions, professional or employee associations. The leader of Sà ¡nchezcerrismo, Sà ¡nchez Cerro, on the other hand, tried to avoid any references to recognized social l or occupation categories, stressing on principle of one-to-one commitment to each member of the party.Sà ¡nchez Cerro, like Peron, also understood the importance of the working class and tried to take a pretense of friendship with common people. Luis M. Sà ¡nchez Cerro used his ethnic identity of a dark-skinned mestizo to show that he had common origins with masses. Since historically racism had a strong impact on political, social, and economic relations in Peru, Cerro’s image of the racial outsider became a powerful tool for gaining more support of the working-class. One of Cerro’s working-class followers once said: â€Å"He was of our race, and because of that all us working people supported him.†[14]T he image of the cholo candidate brought another advantage to Sà ¡nchez Cerro. The masses’ identification with the friend of common people became persuasive for the theme of his campaign: everyone could approach Cerro and personally ask to help or to do an individual favor. As a result, poor voters and supporters flooded Sà ¡nchez Cerro’s campaign headquarters. The availability of Sà ¡nchez created the notion that he was generous and willing to help everybody. Cerro patted his poor supplicants on the back, sometimes gave them money from the pocket or an article of clothing. Cerro spoke to his followers in simple language and used familiar forms ‘tu†, saying: Toma hijo, toma hija. Hijito, hijita, sà ­, ya vamos a ver † (Take this son, take that daughter. My little son, my little daughter, yes, we'll look into that).[15]At the same time, Haya de la Torre adopted the role of â€Å"the father of the workers.† When the campaign for the 1931 elect ion started, la Torre became known as the father of APRA. As a result, his children were growing in numbers, as Stain put it, â€Å"far beyond a small group of union leaders, and high stakes were to be won in the election.†[16] The image of father taken by la Torre matched his contagious smile, personal warmth, and generally pleasing disposition. During his person-to-person conversations Haya revolved around daily problems of his voters, and always showed his sympathetic understanding and his readiness to help with pertinent advice.Even the enemies of Haya de la Torre could not help but envy Haya’s skills of physical expression. Eudocio Ravines, leader of communists once remarked: â€Å"He possessed an ingenious and friendly loquacity that gave people the physical sensation of being loved, set apart individually from among the rest. He was acute at discovering and focusing on the immediate and small problems of the people and treating them with a captivating friendlin ess, verbally showing interest in them.†[17]In 1930-1931 real or imagined access to the populist leaders in Peru attracted poor people to them who sought protection of the politicians from adversary and crisis. The Great Depression became such a crisis that worsened the condition of the poor. On the background of the deepening impoverishment of the workers, populist leaders Sà ¡nchez Cerro and Haya de la Torre were seen as generous figures who could help and protect them. So, as historians concluded, â€Å"far from radicalizing the Peruvian working classes, the depression drew them toward populist alternatives as the most faithful political embodiment of patrimonial social relations.†[18]After the military had cut short the populism of Haya de la Torre and Sà ¡nchez Cerro by suppressing their movements, the overtones of populism were present in later campaigns and political movements. The next eight years were governed by Odrà ­a, whose political style strongly resem bled that of Sà ¡nchez Cerro. Odria concentrated his attention on the rural poor that streamed into the capital in order to find jobs and charity. The president decided to develop a chain of ‘political charities’ to become popular among the impoverished people of the city. President’s wife Marà ­a Delgado de Odrà ­a frequently but very effectively paid visits to the slums, gifting poor with money and food, which soon was highly publicized. However, Marà ­a’s actions were disdained by the elite who claimed that they were just blatant imitations of Eva Perà ³n.Odria showed paternalistic approach in his policy when he ordered legalization and formation of squatter settlements of the growing lower-class population in Lima. Consequently, an impressive number of popular masses paid homage to president and his wife. The largest plazas of Lima became the places of pro-government demonstrations. In this case the respect the poor can be regarded as their paybac k the man who understood and treated benevolently their needs. This positively characterizes populism both in Argentina and Peru, because, in spite of the fact that the initial reasons of the politicians were quite pragmatic, the disadvantaged and the most impoverished of the country received warmth and saw the kindness which, probably, gave them hope for better life.The next populist in Peru Belaà ºnde evidenced his friendship with nation through the foundation of the National Front of Democratic Youth (FNJD). The supporters of Belaà ºnde, unlike the campaigns of the previous politicians who turned to lower circles of society, were among professionals students, and intellectuals. In addition, the hallmark of Belaà ºnde was dramatic symbolism, used in word and in action. Once, when the demonstration in his support was met by the police, ready to disperse the participants, he bravely tried to withstand the armed forces. Later it matched the symbolism of Belaà ºnde’s first message during the campaign in 1956: â€Å"Youth! That is the battle cry of the political campaign I have been invited to embark upon. . . . If I am needed in the moment of conflict, they will find me at their side, sharing their fervor and living their hopes with them.†[19]Nevertheless, when Belaà ºnde won the elections, his government showed reluctance to fulfill rhetoric and high-flown promises. For example, Belaà ºnde declared that all the lands would be affected by the new agrarian reform project. Instead, he exempted properties needed to make ‘industrial transformation of agricultural products.’ It resulted into the situation when all the valuable and significant land such as coastal sugar or cotton plantations was not available for the purposes of the redistribution program. Ultimately, the gap between words and actions disillusioned the masses and led to the failure of his populist policy. In 1969 Belaà ºnde was overthrown by military forces and the ne w Revolutionary government was installed in Peru.In general, paternalism and comforting of populist political leaders have always worked like societal narcotic in Argentina and Peru. Quite a paradoxical situation could be observed when the poor and desperate continue to vote for populist leaders whose democratic credentials are suspect. Later the populist policies of these leaders will hurt the very groups that vaulted them into office.   In Peru Alan Garcà ­a who wonderfully articulated his nationalist and anti-imperialist views caused the crisis of Peru’s economy. During Garcia’s five years of presidency from 1985-1990, Peru’s economy achieved the highest inflation levels of the history of the country. Due to the policy of Garcia, millions of Peruvians were impoverished; millions moved from poverty into extreme level of poverty. Thus, populism of Alan Garcà ­a promised Peru greatness but in reality ran the country into poverty, high inflation and even more misery.A key legacy of populism was in leadership style. The leader, irrespective whether he was in power or stayed abroad in exile, dominated his party. There could be internal struggles or conflicts within the party, but once they were settled by the leader, this became an unchangeable rule for the rest of the members. For example, in Peronist Party the role of caudillo was played by two men: Juan Perà ³n and Carlos Menem. Within the Radical Party, on the other hand, every leader retained his style and continued to dominate even when his popularity faded. Thus, the authority and strong positions were preserved by the following members of the Radical party: Hipà ³lito Yrigoyen, Marcelo T. de Alvear, Ricardo Balbà ­n and Raà ºl Alfonsà ­n. Even when the parties modernized their politics and adopted such attributes as conventions, the domination of their strong-willed leaders continued.The common tendency that populist leaders relied on support of army inevitably led to the exp ansion of the political role of the military in Peru to a higher rate than in Argentina. As it has been already shown in the paper, Peruvian armed forces were involved in most of political conflicts, which evidenced the removal of the army from its normal professional responsibilities. This tendency was not abandoned by neo populists, for instance, Fujimori used military support in his presidential coup to ensure success of it. In addition, Fujimori’s shadowy intelligence advisor implemented his considerable behind-the-scenes power while the presidential campaign. Thus, populism prompted the process of politicization of army. Dr. Kenneth Roberts in his work Populism and Democracy in Latin America pointed out that â€Å"A politicized military is necessarily a political actor that will be sought out by potential civilian allies and tempted to intervene on behalf of its own institutional or political interests.†[20]Thus, the main points of development of populism in Argen tina and Peru can be summed up, compared and contrasted in the following way:1.  Ã‚  Ã‚  Ã‚  Ã‚   Populism was first used as a policy to gain support in Argentina.2.  Ã‚  Ã‚  Ã‚  Ã‚   Populism has been bipartisan.3.  Ã‚  Ã‚  Ã‚  Ã‚   Populism has existed in both democratic and undemocratic regimes. In the case of Argentina the ruling of Juan Peron in the mid of twentieth century was undemocratic, while Peru’s leader Alan Garcia in the 1980s attempted to carry out populist policy together with the democracy4.  Ã‚  Ã‚  Ã‚  Ã‚   Commonly, populism was implemented by ambitious leaders to succeed in their political careers.5.  Ã‚  Ã‚  Ã‚  Ã‚   In both Argentina and Peru populism was successfully carried out by charismatic individuals who managed to appeal directly to the mass groups, for example, labor unions, the poor, and mobilize their political participation.6.  Ã‚  Ã‚  Ã‚  Ã‚   In both the countries the leaders who started the policy of populism promised to defend the interests of the â€Å"common people† by giving them jobs. In return, the masses support the leaders with their votes and social mobilization. In other words, promises, rhetoric comfort and pompous words are the tools of populists for capturing trust and votes of the masses. As Josà © Marà ­a Velasco Ibarra, the Ecuadorian populist put it: â€Å"Give me a balcony and the people are mine.†[21] As a rule, lofty promises of populism rarely come true, hurting by this most of the people that it claimed to represent.7.  Ã‚  Ã‚  Ã‚  Ã‚   Political careers of individual leaders built on populism always progress at the expense of economic growth of the country. Political leaders while fulfilling their lofty promised services roughly intrude into economic processes by implementing for example, expansionary monetary or fiscal policies, to produce an â€Å"economic miracle† for a short period of time. Ultimately, artificially created fast progress and breaking basi c economic principles and laws lead to economic collapse. Thus, the ambitions of populists always rebuff the well known truth that â€Å"there is no free lunch.†8.  Ã‚  Ã‚  Ã‚  Ã‚   On the other hand, it would be wrong to conclude that populist governments always failed to manage economics. In the 1990s Argentine president Carlos Menem’s attempted to create a free market â€Å"miracle† that totally eliminated the hyperinflation in the country’s for a short period of time. But Carlos Menem’s â€Å"miracle† was grounded on the unsustainable accumulation of public debt, which in 2001 sent Argentina’s economy into a new depression.9.  Ã‚  Ã‚  Ã‚  Ã‚   In both Argentina and Peru military forces were involved into political conflicts, but Peruvian populism caused politicization of army.10.   Peron in Argentina was the first to use media as one more force of propaganda of populist ideology.11.   Methods and political styles of leader ship varied in Argentina and Peru and improved with the progress of the movement. However, Argentinean Hipà ³lito Yrigoyen built the mechanism of populism at the beginning of the century.
